Qiong (“Chong”) Liu, began at the City on May 9, 2005 as Deputy Director/City Engineer of the Public Works Department. On February 4, 2008, she was promoted to the Director position, while retaining the City Engineer responsibilities as well.
With a strong educational background including a bachelor's degree in civil engineering, a Master's degree in transportation economics, and a Ph.D. degree in civil/systems engineering, Qiong brings 25 years of diversified experience in railway engineering, operations research, transportation planning, roadway design, traffic operations, transportation system management and public works administration. Registered as a professional civil engineer and professional traffic operations engineer, Qiong’s professional experience includes eight years of engineering consulting and 17 years of public service at federal, state and local agencies. Qiong also has four years of part-time teaching experience at the University of Arizona, and has published 16 papers on transportation related issues at both national and state levels.
She provides leadership to the second largest department at the City, which consists of 10 divisions including: Administration, Building Safety, Traffic Operations, Traffic Engineering & Support, Development & Flood Control, Roadway Operations, Engineering Services, Real Property Services, Construction Services and Survey.
Qiong is a long-time member of the Institute of Transportation Engineers (ITE) and the American Public Works Association (APWA.) During the past 10 years living in the Valley, Qiong has served the Las Vegas community as an active member of numerous committees and working groups, including the Executive Advisory Committee to the Regional Transportation Commission (RTC), the Technical Advisory Committee to the Clark County Regional Flood Control District, the RTC’s Travel Demand Modeling and Forecasting Subcommittee, etc.
